does what I want it to do
No, the water isn't ice-cold, but I wouldn't call it just "cool" -- it's cold enough for me. I haven't tried the hot-water feature.
Yes, the flow is a little slower than what I've seen from larger units, but it's not horrible, in my opinion.
When I first started using it, I was worried because the water tasted like plastic, and an accompanying odor wafted through my office. (I did follow instructions to empty out the first 32 oz. or so of water from the tank, but that was just to clean out the "dust.") Anyway, after about five days, the plastic odor and taste went away, along with my visions of writing a very negative review.
Overall, I'm happy with this water cooler.

Pioneer water cooler
This water cooler is a steal for the price! I bought it for my husband (a shop teacher), and he has it in his classroom. It works just as well as it's larger counterparts, but can be stored on a counter! Highly reccomend this product!

Heats and cools, but low flow
I have had this dispenser plugged in for about a month now. It heats and cools water just fine. I found the rate of flow to be lower than other dispensers I've used before. Bottles here don't have the rubber membrane, so installing a new bottle was messy at first. Overall I am satisfied.
